PO-PO, one reason the charges against Officer Tom Hall seem bogus [FP]

I'm highly suspicious the charges perjury charges against Officer Tom Hall are retaliation for Hall telling a politically inconvenient truth. Also see this analysis. The summary is that Hall is being investigated for testifying falsely about a conversation with Assistant State's Attorney Frank Serio.

But the text of Frank Serio's affidavit caught my attention too. Forest Park Review (Bob Skolnik):
A copy of the affidavit was provided to the Review. In it [Asst. State's Attorney Frank] Serio writes: "6) At no time did I participate in or listen in on an alleged three-way telephone conversation among Richard A. Devine, Colin Simpson, and Chief James Ryan wherein it is alleged that Mr. Devine or Colin Simpson told Chief Ryan to either bury Murphy in the evidence room or fire him. 7) I never had a conversation with Officer Tom Hall of the Forest Park Police Department or anyone else wherein I allegedly told officer Hall that the aforesaid three-way telephone conversation took place. 8) Because I know that the aforesaid alleged three-way conversation never took place, I could not have, nor would I have told Officer Hall that it took place."
How does Frank Serio know that Devine, Simpson and Ryan never had a three-way phone conversation?

Normally lawyers are pretty specific in affidavits. Serio can say he never heard the conversation. Serio can say he never said anything to Hall about Murphy. But how can Serio testify that he knows the conversation "never took place"?

The affidavit almost reads like a non-lawyer wrote it and Serio signed it without reading it. (I'm operating from the assumption Serio is at least a functionally competent lawyer.)

  • What you fail to understand is that the Forest Park department dropped the criminal charges against the homeless man. The reason was that other officers were going to testify truthfully about the incident. This would contradict the official report written by the needs to be sent to the evidence room supervisor and make a laughing stock of the police department and that supervisor.

That supervisor's wife happens to be Chief Ryan's personal secretary. That testimony would increase the civil suit monetary award tremendously. It would make Calderone and Ryan look like two stooges.

Now this supervisor gave a deposition under oath to the insurance company and he obviously lied. He was not investigated or charged. He has a history of this type of behavior.

For a police department to drop criminal charges against a defendant is extremely rare. It seems understandable that Mr. Devine would need to be advised about this because his employee Mr. Simpson would not want to do this without his bosses approval.

When Mr. Devine hears why the charges will be dropped he can't say good job. I like the fact that there is going to be conflicting testimony. It opens up a whole can of worms. He does not know the amount of publicity this case might take, so it is likely he says for them to bury this supervisor in the evidence room.

Officer Tom Hall testifies truthfully and Calderone and Ryan just can't let that stand.

I say Calderone knew about this conflicting testimony. I say a little birdy put him on notice. I say this is not over.

I bet Calderone and Ryan will bankrupt the village and no insurance company will want their business.

I wonder if Mickey Segal is still in the insurance business.

  • Officer Hall should sue that Lyin' Jim Ryan and Tony "Snoops" Calderone. Mickey Segal is no longer an insurance person, he is a jail house bitch now. His company is still in business only it is called Meiserow now and the Forest Park village still uses them. Ha Ha. I wonder of "Snoops" Calderone still has any of that money Segal donated to him in his campaign fund. Deeesgustin'!

  • It's not hard to find the lies with this Forest Park group. Nice observation Carl.

By Anonymous Anonymous, at 11:13 AM, September 08, 2006

  • Gee, with Carl's keen observation one must wonder why he isn't in law enforcement? Or perhaps he should be appointed to a high level governmental position because of his integrity, fairness, clear insight and firm grasp of issues. Maybe he should be named editor of a local paper because of his responsible reporting and in-depth analysis.

Oh wait, none of that happened. Maybe it's because Carl is just a weird loner.

Yeah, nice work Carl. You're a credit to the lunatic fringe.

By Anonymous Anonymous, at 12:45 PM, September 08, 2006

  • But in this case, "weird loner Carl" makes more sense than the bullshit the PD is trying to force Hall to say. Have they tried bamboo shoots under his fingernails? Hall didn't lie, plain and simple sense, don't care what drivel you will allow yourselves to be spoonfed.

By Anonymous Anonymous, at 1:10 PM, September 08, 2006

  • What sense is this nutjob making?

Were any charges filed against Hall?
    Answer: No
So, Carl lied about the main premise.

Then Nyberg claims that an assistant state's attorney signed an affidavit that he did not generate or even review. Wow - where'd ya get those x-ray glasses to see all that, Carl?

None of these lunatic ramblings are quite the same as making "more sense," no matter what lightbulb claims.

By Anonymous Anonymous, at 1:53 PM, September 08, 2006

  • How much money did the Village of Forest Park spend hiring the attorney to interogate Officer Tom Hall?

If there were no charges, why pay the attorney?

What role did intimidation and retailiation play?

By Blogger Carl Nyberg, at 2:25 PM, September 08, 2006

  • Now who's sporting the X-Ray goggles? How do you know that no charges are being filed against Hall? The mere fact that an internal investigation has been started and a formal interrogation has been conducted on this innocent man are enough to see what is coming next. Knock it the F off Calderone and Ryan. We are all sick and tired of what you are doing to us. When will enough ruined lives be enough for you two? haven't enough good people and their families, please don't forget these men have families, already been hurt. Please stop this.

By Anonymous Anonymous, at 2:34 PM, September 08, 2006

  • So no interrogation can happen anymore, huh? Next time a cop is accused of brutality, just don't ask any questions because it might cost money or their families may be hurt. If this cop is cleared of suspicion of perjury, Nyberg better apologize for his libel and lies, and then promptly get a real job and a haircut.

But one thing I would agree with - if this cop is cleared, then someone needs to look at the State's Attorney to go after their own bad apple.

By Anonymous Anonymous, at 4:20 PM, September 08, 2006

  • Mayor Calderone used an attorney who has paid big bucks back to his campaign fund. See how it works. Calderone is sitting on a bundle of money from the residents of Forest Park through taxes. Calderone employs or hires lawyers who give donations to his campaign fund. The lawyers get cash and Calderone's campaign fund gets cash. It's a win-win for Calderone and the lawyers he picks and a loss for the residents who pay taxes.

By Anonymous Anonymous, at 8:03 AM, September 09, 2006

  • I must ask Carlsnuts how he knows that no charges have been filed against Officer Hall.

Then explain how this attorney can swear under oath that a conversation between Devine, Simpson and Ryan never took place.

There are no x-ray goggles needed here.

This is a clear case of intimidation and retaliation.

By Anonymous Anonymous, at 8:19 AM, September 09, 2006

  • Why do people bring up Carls name when it this thread is referencing FPPD?

The man to question is Jim Ryan.

By Anonymous Anonymous, at 8:27 AM, September 09, 2006

  • Question:Was this officer charged?
    Answer: No

Question: Are police departments allowed to interrogate thier officers
    Answer: yes

Question: Is this anyone's on the outside business?
    Answer: F....NO

Question: Why does this type of hype get so much attention?
    Answer: Frekin Nyberg

  • Segals firm is now Meiserow?

    How fucking stupid arte you?

And you talk about others lying.

Lyin Snoops got it right he be lying all the time.

By Anonymous Anonymous, at 10:51 AM, September 09, 2006

  • It's called intimidation

    It's called retaliation

    It's abuse of power

    It's illegal

    It's unethical

By Anonymous Anonymous, at 1:26 PM, September 09, 2006

  • Why should the Forest Park PD be immune from outside scrutiny?

Who pays the bills? Chief Ryan? Mayor Calderone?

By Blogger Carl Nyberg, at 9:15 PM, September 09, 2006

  • Are we paying for it? It's our business.

By Anonymous Anonymous, at 11:58 AM, September 10, 2006

  • I am certain that each person taxpayer or not as some cheat do not get to authorize payment of expenses by any village.

    This is flat out stupid.

People get to make it thier business at election time.

    Porky pigs statements are stupid.

By Anonymous Anonymous, at 12:11 PM, September 10, 2006

  • Who is "Are We" paying the bills.

Excuse me, are you offing to pay these from your checking account?

And please spare us the taxpayer argument. That one is old and overused.

Even if you use the taxpayer argument it might amount to $1.00 of your taxes. You got your dollars worth many postings ago.

By Anonymous Anonymous, at 12:14 PM, September 10, 2006

  • I must ask Antipanki have the charges been filed?

You seem to know so much how about putting some facts on here.

    When were the charges filed?

    What were the charges?

    When is a hearing date?

Oh that's right you can't answer these becasue it's all bullshit.

By Anonymous Anonymous, at 1:38 PM, September 10, 2006

  • Oh c'mon man that Antepanko aka doolin person is at it again, lying lying his pants are frying.

By Anonymous Anonymous, at 5:16 PM, September 10, 2006

  • Alright, Carl, we all know that the Harder/Frawley/etc faction has your ear, and your nose squarely up their asses. Why do you, a supposed activist who just wants the truth exposed, have such a biased opinion and slanted style of reporting things? I'm not giving this Officer Hall mess either merit or discredit at this point. Haven't heard all the facts yet. What I can say at this point is that Frank Serio simply said that he had no part of this conversation. He said that he never told Officer Hall about this conversation. Of course he can't say whether the conversation ever took place, only that he was never a part of it. Now let's use some of your logical intellect and ask yourself what motivation Frank Serio has here. He's not part of any inside Forest Park faction. I really don't think he could give a shit about local Forest Park politics. He's not even a state's attorney anymore. Come on, whip up some more of your knowledge on us. You always seem to know what's right and what's wrong. Maybe instead you can offer some actual proof before you go spouting your mouth off again. Better yet, maybe just admit that you only listen to one side of the story, you don't know Frank Serio, and you should wait to see more facts before you try to make Officer Hall a martyr.

By Anonymous Anonymous, at 9:41 PM, September 10, 2006

  • Facts? Are you expecting Carl to have facts? If you have been reading Proviso Probe for any time you should know that this SOAP BLOX is just for comical adventure.

There are never been any facts to back up or support any contentions that Carl has initiated on the SOAP BLOX.

You see if Carl was to supply factuallly based information quite a bit of this nonsence would be without merit.

At best case Carl does a superb job of throwing shit against the wall and seeing what will intrigue you. This is the type of person that is an expert at inciting riots.

This is what happens when liberals go off the reservation.

I myself can't help but piss in my pants when I read some of this bullshit. It almost reminds me of the "Kid from Brooklyn" ever see him what a blast, two jeks in a pot.

But the again what do you expect from a almost unemployed person.

If you are looking for truth you're in the wrong place.

By Anonymous Anonymous, at 12:57 AM, September 11, 2006

  • What is most telling about Carl's bias is that he has "reported" this Hall story several times and only once mentioned that his friend Frawley had $100,000 in cash, plus some guns, that she reported stolen from her home.

Weird story - and if it were any other cop, this blog would have been reporting one conspiracy theory on top of another.

The real outrage is covering up real crimes while manufacturing makebelieve stories - and only about those who he opposes politically. People are waking up to the lies being spread here.

The public has a right to know:

Has Carl Nyberg ever received funds or any form of assistance from any elected official or police officer? If so, who?

By Anonymous Anonymous, at 6:43 AM, September 11, 2006

  • If there was any substance to the $100,000 Frawley thing, why hasn't Lyin' Jim Ryan started an internal investigation on her? Oh that's right, he is cooperating with a "Federal agency" on that. Riiight. Rub the sleep out of your eye's boys and girls and remove your rose colored glasses. This Ryan and Calderone are dirty, they will do whatever, say whatever, and destroy whomever they must to preserve their farce of a crooked police department.

By Anonymous Anonymous, at 9:35 AM, September 11, 2006

  • $100,000.00 stolen from the home of a Forest Park Police office who lives in another town and you expect the Forest Park Police chief to do an investigation?

Theft complaints are investigated by the jurisdiction where the crime was committed.

What a moronic comment by Boing.

Must be part of that same slime sucking cynical conspiracy gang that has been plagueing Forest Park PD.

Thanks Chief Ryan for outing the corrupt slime that has been bringing our PD down. It's about time someone stood up to this.

By Anonymous Anonymous, at 12:25 PM, September 11, 2006

  • When Lyin' Ryan doesn't like you, he makes it his business. Let me get this straight, since it happened in another town, he doesn't care what his officers do? What if Frawley was drunk in a bar in Brookfield, pulled out her gun and pistol whipped another person? Would he do anything about that? Wait, that's right, that was Keeling that did that and Lyin' Ryan looked into that one and decided he was just protecting himself. Right. Even though it happened in another town, he had to protect one of his favorite sons. Your an idiot.
Lyin' Jim Ryan a corruption fighter? Please. He sure is running all the cops that swear, at least the ones he doesn't like, outta dodge. I'm surprised he doesn't wear a cape to work. Maybe he could start his Eliot Ness impersonation by picking up a mirror and looking into it to find the obvious corruption in his department. His supporters are so stupid. Just like him.

  • $100,000,00

    $100,000.00

    $100,000.00

    This is alot of money!
Yikes gotta be somthing fishy going on.

Boing did you have something to do with this?

By Anonymous Anonymous, at 11:43 PM, September 11, 2006

  • I just heard that Ofc. Hall has been brought up on charges by Lyin' Jim Ryan for picking blueberry's out of season. The chief called Hall's wife to find out if she knew where he was. She said he was picking apples, which of course are in season. Lyin' Ryan consulted his wifes "intuition", just like in the Harder hearing, and she said, "No, he is picking blueberry's" Jim. Lyin' Ryan then called his parasite twin "Snoops" Calderone and informed him that he was brining Ofc. Hall up on charges for picking blueberry's without probable cause thereby bringing dis-honor to the Forest park police department. (now that's a joke in and of itself). The hearing will be before the police & fire farce and Ofc. Hall will be terminated , right after they offer him a 30 day suspension to keep his mouth shut. Which of course he will not accept. I hope your parents are proud of you Lyin'Jim Ryan.

  • Why can't the anti-Ryan people on this board open their eyes and see that the trouble always surrounds the same little group, Harder, Frawley, Johnsen, Doolin. What did these people have over Hall to get him to lie under oath for them and now possibly face losing his job, must have been pretty big. Wouldn't be the first time they blackmailed someone into testifying to their lies.

It's terrible that one of our commissioners is in tight with the people who keep trying to destroy FP. Funny, those are the same people who come on here to trash Ryan and defend themselves. Pathetic. Pat Doolin has more identities on this board and FP.com that he can't even keep them straight.

Does it really not sound fishy that $100,000 was stolen and magically returned? Are you really convincing yourselves that these people are the righteous ones? I'm betting they actually believe all of their corruption and lies at this point. It's been going on so long, it's become their reality.

By Anonymous Anonymous, at 10:58 AM, September 25, 2006

  • Fortunate, why are you sure Ryan is telling the truth?
