ED, District 209 rumors [D209]

I've been contacted about at least a couple rumors in connection with District 209 (Proviso Township High Schools) today.

Feel free to post any things you've seen or heard in this entry. I haven't confirmed any of the rumors with firsthand witnesses. But it seems like some Proviso Probe readers might want to post rumors so do it in this thread.

  • Ms. Coffee says: My feeling is that the Board is going to hold teachers to the contract. The contract calls for 3 days to be subtracted if no snow days are used. That puts the end of school the day after memorial day. Despite the rumors, do you really think that Proviso will give teachers a "free" day of pay? At any rate, all will be settled at the Board meeting Mon. night.

  • Here's a big tip for you...

    At the Proviso District 209 meeting on Monday, April 24, 2006 at 8pm, there will be a BIG shake up on the Board. Chris Welch will be impeached as President and replaced as President with Theresa Kelly. Dan Adams is being dumped and will be replaced by Gary Marine. Sue Henry will be sent packing and replaced by Charles Flowers. Odelson & Sterk is being dumped and replaced with Delgaldo and Gilio. Delgaldo and Gilio are the crooked attorneys for Melrose Park and Cicero. They have billed Cicero 1.5 million dollars in 11 months. They are the ones that brokered the deal. Gary Marine will make motion, and Dan Adams will second it. (See the Melrose Park connection.) Adams has been promised a job in Cicero in exchange for dumping Welch and his gang. Flowers has been promised an Assistant Superintendent position in Morton College where Delgaldo and Gilio are the attorneys as well. EMM is being dumped for Hathaway Insurance, Karen Yarborough's company. Don't you love Proviso Politics? To confirm any of this, call Charles Flowers, Theresa Kelly, Gary Marine, Dan Adams, Delgaldo and Gilio or Ron Serpico. I'm sure Welch and Odelson are aware by now as well.     He might of lost the election against a sitting state representitive, but he will not lose the 209 board!

    Yarbrough,Flowers,Manzo and Wicks are infamous for doing nothing and creating nothing!
    Look at Manzo's,Flowers,and Yarbrough's reign in power and you notice that nothing gets done,only oblivious neglect with despair!
    Kelly as board president would be a disaster,since she can't speAK ENGLISH ONLY EUBONICS, AND SHE WILL THEN START TO HIRE HER CRONIES,AS SHE DID BEFORE !

    This is "a" typical behavior from Chris Welch supporters that just do not get it. If he has in fact committed a wrong doing than he must suffer for his actions. When a person enters into the political arena, he or she must make a decsion to tow the correct line of equality. When we make back room deals that make us the benefactor, thus corruption becomes the motivating point instead of social change. In conclusion, please explain the difference between his actions for change and his actions for some "change"

  • The thing that amazes me is the type of environment that must exist for such speculation to proliferate.

    Clearly the leadership of 209 has yet to accomplish sufficient confidence/transparency so as to defuse the spread of rumor mill.

    Uncertainty, and the perception of not having any stable ground upon which to stand is what I feel may be the root cause. This, to me, is evidence that the organization is floundering and desparately in search of a firm policy on which they can move forward. The poor staffs, they must be utterly confused by the errant headwinds.

    I suspect that the communication linkages are terribly fragmented, and even informal networks are virtually non-existent, as in nobody knows anything save for those few at the top.

    This is truly an unfortunate, perhaps even chaotic, set of circumstances. A ship is adrift.

  • Tired of KING KONG
    The teacher's union president is keeping up grabage because she is now not getting her way. All of sudden she is requesting that teachers come to board meeting. What about all the other grabage that happens? Why nopw?

    She wanted her way with Jackson and Gilchrist and they ignored her. She wanted them out of Proviso. She feels she can bully DUMB Libka, but she can't bully Dr. Murphy.
    Well, she needs to go back to kissing Welch's ass. Welch is angry because he lost state rep and will not give in to KING KONG's request. King Kong wants to get out of school early and not abide by the law. If she knew the law, then she would know that school cannot be dismissed that early. Now she is getting what she deserves, because she plotted with Welch and Wallace to oust Gilchrist and Jackson. Black on Black crime.

    The teachers don't like her and feel the union is useless. Out of all the schools in the area, Proviso's teacher union only gave $200 to Hurricane Katrina victims. District #88, Elmhurst, and Cicero gave more than Proviso. Where is the money going in her pocket?

    It King Kong's way or the highway. When is her time up?

I think the prez should check her contract. C Sandiego, you are so right. The ship is floundering, the teachers never know what's going on until the day of, the rules are constantly broken, incompetant people keep replacing competant ones as the ship sinks, rumors are rampant.It was better when the Mel Park boys ran the place. At least they didn't put their cronies in high places so that they could screw up the whole school.Teachers at Proviso are constantly harassed and kept in the dark when the real problem exists with the admin. There are no rules at the schools. The kids run screaming thru the halls, they are late to classes, they cut classes, and yet the teachers are blamed when grades are low.Next election the community should throw all the bums out and start rebuilding the school.

    WHATS ABOUT TO TAKE PLACE AT D209 IS THE ANNUAL CHANGE OF OFFICERS PER SCHOOL CODE AND SCHOOL LAW. THE ONLY CRIMINALISTIC ACTION THAT WILL COME INTO PLAY IS THE RESULTS OF A PRE-SCRIPTED MEETING TO SELECT THE OFFICERS. CHRIS HAS BEEN VERY CRAFTY IN HIS POLITICAL INVOLVEMENT AT D88 & D209. HE HAS A FEW PEOPLE IN HIS POCKET AT D88 AND WAS ABLE TO CREATE MASS CONFUSION AND A VERY DESTRUCTABLE CHANGE OF THE GUARD BY PROMISING THE OUTSIDERS JOBS AND CONTRACTS.     This is an invite to the board meeting on monday the 24. I hope to see every one there supporting Chris Welch. He is the best President this district has ever had, and I personally feel honored to have a former student as President.

    My wish would be to see Alexis Wallace teminated at the end of the school year. She uses foul language at the staff and students. Many teachers and parents have voiced their complaints to me about Wallace. She is a disgrace to the school. Now that Welch has lost his election he does not owe Wallace anything. He can now vote her out of Proviso like he wanted to do years ago. He has called her bitches and incompetent. He just needed her for his last two elections to make copies, phones calls, and intimidate others. He will replace her with a white man by next year. As for me as the union president, he does not like me either, but I still kiss his butt and try to make all the white teachers in the district love me.

    Don't look now, but Proviso is currently on the low end of Chicago's public high schools.
    What you portend would be a lateral move at best.

    When you find yourself in a hole, the first thing to do is STOP digging. What if Proviso Really is as bad as everyone thinks?

    Go ahead and fight over a day here or there. Rearrange the deck chairs one more time. That'll make all the difference.

  • Theresa Kelly should be District 209 School Board President.

    No school board member can hide from his or her track record. It's public record and can easily be reviewed, compared and contrasted against any other member past and present.

    With that said, Theresa Kelly's track record is impressive, but don't just take it from me. Take it from the Illinois State Board of Education...they awarded Theresa Kelly with the Award of Excellence based on her work as the school board President for District 209 during 2002-2003.

    This is not a mere rearranging of the desk chairs, but more like the rearranging of district 209 priorities with an emphasis on those who need it the most...the students.

  • Here’s a rumor for you.

    Word has gotten around that Alexis Wallace has reserved the UIC Pavilion for District 209’s graduation. This graduation is going to cost over $20,000 and that’s without adding in the transportation costs. Oh yeah, she wants to provide transportation to and from the event. I see this as a gross abuse of taxpayer dollars when the ceremony could be held at any of the 3 schools. Is she that smart, or are we that dumb?

    Now since Alexis Wallace is Chris Welch’s godmother…do you expect Welch and the board majority to override this irresponsible spending?

    Oh, sorry, I failed to mention that all of this has been done without board approval.

    Isn’t this the same cash strapped district that couldn’t afford to send one of their bands to perform at an out of state event?

  • Remnants of former undersheriff James Dvorak's political operation are
    re-surfacing in Cook County these days and threaten to wreck havoc on
    hard-fought gains made the past two years against the entrenched Democratic
    establishment. In 1988, Dvorak unseated Cook County Chairman Don Totten in a
    surprising reversal. Totten, you may recall, was Ronald Reagan's presidential
    campaign manager for Illinois.

    Not long after his victory over Totten, Dvorak was forced to step down as
    undersheriff on charges that he was accepting bribes from mob sources. Later
    Dvorak pled guilty-from jail-to hiring ghost payrollers.Don Sloan and Jim Parrilli, Former
    Proviso Township Republican Committeeman and one of James Dvorak's chief allies
    during the late 1980's and early '90's appears intent on bringing back James
    Dvorak's glory days of political mischief and questionable practices.

    In the 1980's, Parrilli and Sloan admitted to wrongly using public resources to solicit
    political contributions, as reported in the Chicago Tribune (4/2/1985). Judy
    Baar Topinka, a sitting State Senator during the scandal-plagued Dvorak days, at
    that time opposed Parrilli's re-election as Proviso Township Republican
    Committeeman,but Sloan backed him and between both of them they beat Topinka's slate (Chicago Tribune, 12/10/1989). Despite their questionable
    association with Dvorak and checkered past, Parrilli managed to win the 19th
    Ward Republican Committeeman's race on Chicago's Southwest side in 2004 with Don Sloan backing him and winning by only 11 vote margin.
    On Wednesday night (April 19, 2006), Parrilli was running for an Illinois
    Republican Party State Central Committeeman's seat at the Cook County organizing
    convention, and he initially lost to incumbent George Preski. Cook County
    Chairman Gary Skoien ruled twice that a proxy Parrilli attempted to submit was
    not valid and was not timely cast. After continued pressure from Parrilli and Sloan
    the late arrival (in person) of the proxy grantor (Committeeman Helen Cashman
    from Mike Madigan's 13th Ward), Skoien resuscitated Parrilli's bid by allowing
    Cashman to confirm her votes for Parrilli, and Skoien then accepted the disputed
    proxy, which had been altered. Skoien's ruling erased Preski's lead and
    tentatively gives the spot to Parrilli, subject to review by the State
    Republican Party. Commissioner Tony Peraica and State Treasurer Judy Baar
    Topinka cast their weighted votes against Parrilli and Sloan.

    Parrilli and Sloan are also at the center of a challenge to Clark Pellett as the sitting
    Republican Chicago Chairman. An ally of Topinka, Pellett was in his own battle
    on that Wednesday night, but he was eventually supported by a unanimous vote.
    Pellett who is a Life Member of the Republican Party (Eisenhower Commission) and
    a Sustaining Member of the Republican National Committee is also a Presidential
    Roundtable member. He gives generously to state and local Republican
    candidates, according to State Board of Election records, and is a member of the
    NRSC's Inner Circle.

    By contrast, Jim Parrilli's State Board of Election contribution records show
    that he has apparently never given money to any Republican candidate. More
    shocking is that just 8 months ago, in August of 2005, Parrilli was a
    contributor to Democratic State Representative Kevin Joyce (D. - 35th District)and Eugene Moore and Chris Welch.Don Sloan also has given money to Democrats,such as Chris Welch,Eugene Moore,David Irleand, and others,but has given only token amounts of $25 to $75 dollars.
    -even though Parrilli was a sitting Republican Ward committeeman and Don Sloan is the self proclaimed Head of the Republicans in Proviso!

    "It appears that our Democratic "friends" have found new ways to snarl the
    Republican Party-with scurrilous attempts to thin our ranks and reverse our
    progress," said Pellett. These conflicts, stoked by the likes of Parrilli and Sloan,
    simply waste our Republican time, energy and resources-much to the benefit of
    Rod Blagojevich and his Democratic cronies. We need to guard against more
    challenges coming from these people or we will see our hopes dim for Republican
    victories in November.

  • People keep talking about Chris Welch and his board majority stealing from the district. What proof do you have of that? What we do know is that Theresa Kelly has taken over 26 trips across the country at taxpayer expense. Board member Charles Flowers has a board paid, taxpayer paid Blackberry Cellular phone with phone charger, and all the bells and whistles. Gary Marine and his wife both work for the Village of Melrose Park, and Mr. Marine only breaks from Flowers and Kelly when it's time to vote on Melrose Park candidates for employment. Why are you biased, crooked ass people not talking about these obvious wrong doings by Flowers, Kelly and Marine.

    How "biased" and "crooked ass" I am not to talk about the "obvious wrong doings" of Theresa Kelly.

    I'll fess up!

    Due to Theresa Kelly's attendance at National School Board Conferences, Caucasus and seminars, Theresa Kelly has brought back over 6.5 million dollars in funds and programs to District 209 students, staff and the Proviso Township community.

    How dare my "biased" and "crooked ass" not expose that through these events, Theresa Kelly started numerous programs and initiatives such as the Dad's Program, Project Read Proviso and The National Algebra Project just to name a few.

    Shame on me, only a “biased” and “crooked ass” would fail to mention that yesterday, Theresa Kelly accompanied the TAPS (Teenage pregnancy) program on a field trip and one of the young ladies actually went in to labor. So, the counselor tended to the details and incidentals of the young lady in labor, while Theresa Kelly tended to the transportation details of the rest of the group.

    As you can see, Theresa Kelly is no Sue Henry (Sue Henry and Gene Moore created a scandal when they took a taxpayer-funded trip to Hawaii and brought back nothing in return. This duo spent the most taxpayer dollars than all the others in attendance combined!).

    The community can distinguish the works of a board member who genuinely cares and has their best interest at heart compared to those whose interest are self-serving.

    The Illinois State Board of Education recognizes those who excel, again, that’s why they awarded Theresa Kelly The award of excellence for her work as a school board member and president.

    Matter of fact the Pioneer Press recognizes too, when Chris Welch’s next door neighbor wrote an article unfairly criticizing Theresa Kelly (key words: Chris Welch’s next door neighbor), they responded by backing Theresa Kelly and telling her to keep on doing what she’s doing and to stick to her guns.

    I think I'm going to side with the Illinois State Board of Education (the governing body) and the Pioneer press on this one. The great thing about public record is that it's all documented and anyone can check it out...

  • If you knew what you were talking about, then you would know that Theresa Kelly didn't bring anything back from her trips. She doesn't write grants and come up with education initiatives. I know for a fact that Theresa Kelly has never even attended a meeting of the Dad's Club and does not know what they do because I'm a member. Second, I also know that Theresa Kelly received awards because of political connections in 2003. She needed help to rescue her image, and people with financial interests helped her get those awards. Next, if she runs for re-election again, this time she will be destroyed. Period.

  • Follow up:

    Here's what happened on Monday night. Gary Marine
    wanted Odelson & Sterk out because he did not receive
    really expensive steaks from Odelson & Sterk at
    Christmas time. However, Theresa Kelly and members of
    the board majority did. Marine is also close friends
    with Greg Jackson and has been waiting for an
    opportunity to avenge the firing of Jackson. In comes
    Melrose Park Mayor Ronald Serpico. Serpico is looking
    to step down as Mayor of Melrose Park in July 2006.
    After he steps down, he is looking to practice law at
    the newly formed law firm of Serpico, Giglio and Del
    Galdo. Two of their clients will be Melrose Park and
    Cicero. Another client they wanted was SD209. Here's
    the only problem, Marine couldn't get Flowers and
    Kelly to go along with the program. Flowers and Kelly
    abandoned Marine when they learned Adams woudn't
    abandon Welch. Marine also couldn't get fellow
    Melrose Parker Dan Adams to go along the lawyer swap.
    That's why he was chewing Adams out during the meeting
    Monday night while the rest of the board was
    congratulating students and staff on their
    accomplishments.

    Do your homework, and you will see what's really going
    on in Proviso.

  • Let's see...

    In 2003 at half time of the Proviso West vs. Proviso East basketball game, members of the Dad's program were introduced to all in attendance. After these men were introduced, They recognized the person responsible for bringing the Dad's program to the district and asked her to speak...which she did. This person was none other than Theresa Kelly.

    Again, this is documented and public record.

    Ok "board watcher", so you are deliberately trying to mislead the readers of this blog to suit your Students First Party and your own self-interests.

    Our community is smart enough to see through your facade.

    When did Theresa Kelly get a degree in High School education? How about pre-school education? I guess she must be an honor graduate from Pre-school education, considering how she is lobbying to get re-elected again at 209!(You got the award because no other school district in Illinois sent a board member to all expenses paid trips,($118,000) to so many seminars and conventions,they had to give you something other than frequent flyer miles!)

    Why is being a 209 board member so important to her? She does'nt get paid? She sure did'nt improve education at Proviso 209 because the test scores are lower and lower every year she has been on the board!
    Is it because she has low self esteem and wants to boost it up , saying she is on 209?
    Is it for the free vacations on the taxpayers dime, so she can travel the entire USA and get free meals ? Is the reason she wants badly to stay on at 209 is to continue hiring cronies, like her mentor who dropped her-- Chris Welch ?
    I just don't get it, Why is she the only one in Proviso who deserves to sit on 209 and who has made her an expert in education, let alone an expert in school districts at risk?
    Is she so shallow and needy for attention that she can't walk away and let true proffesionals come and take over 209 to truely fix up the mess she and others,such as her own back stabber , ex- mentor Chris Welch,help destroy?
    Ms. Kelly, as the song goes,"Thanks for the Memories", but it is also your turn to leave the stage,along with Welch,Adams,Henry,Matlock and Marine! I would propose giving Flowers a chance with a new slate of educators and a new board, and if he can't, then change him as well!
    P.S. I would like to see Ms. Kelly propse at the next board meeting at 209 that for the district to save money, they should not pay with the taxpayers money any further trips to seminars outside of a 20 mile radius and that no board member should have a cell phone that is paid by and from the taxpayers!!! Start there, and also propose a new ethic ordinance for 209 that no family member will be allowed to be hired while there is a family member sitting of the board of education at 209! Show our students that all of you have prinicpals and ethics, and then they can emulate you, because all the children are seeing is greedy adults taking and not giving back!!!
    Also , with the money saved from trips and cell phones alone(who knows what other perks they give themselves) that money could be used to payback the Township for having to bail out 209 and sending the 209 Marching Bands to the Liberty Bowl for them!
    Ms. Kelly you should be ashamed of yourself,(traveling around the country with 209 money) and our children barely made out to an event that honored there achievement!!!SHAME ON YOU!

    Again, until you can actually make sense...I'm going to side with the Illinois State Board of Education. It's their job to govern and track school boards and their members in the state of Illinois. They also encourage travel to national school board conferences and various related seminars.

    Anyone with commonsense understands that these conferences are educational and allow school board members to share ideas, initiatives and viable programs that work. This is also a great place to network and hear about grants that may help bring money and positive exposure to you district.

    This is why Theresa Kelly was able to bring back programs and funds to a cash strapped district. Again, through her attendance at these various conferences Theresa Kelly has brought back over 6.5 million dollars for the students, staff and taxpayers of District 209. Again, and I repeat, this is why she received the highest award available from the governing body, The Illinois State board of Education.

    As a business man, I would love to invest $118,000 to receive a 6.5 million dollar return.

    I don't see people upset about LIBKA EMBELZELLING $9,000 from the district to pay for his schooling. He is not certified to be the CEO, he does not have the education, smarts, the know how, and is JUST A BIG DUMB ROCK! He did not get board approval to to go to the bank and withdraw $9,000.

    What about education?


    Proviso Township High School District 209 officials are once again putting politics ahead of students.

    Theresa Kelly, vice president of the District 209 Board, has come under fire for her travel expenses over the last five years.

    Kelly, who has spoken out against the way the $40 million magnet-school deal was orchestrated, apparently has become the subject of a letter-writing campaign that is targeting her for "taking trips at taxpayers' expense."

    Such insinuations are trying to paint Kelly as sitting by a hotel pool while the respective conferences are going on inside. Such insinuations are unfounded. Kelly did attend conferences - an average of three per year - but no one has produced any evidence that she played hooky and turned the conferences into personal vacations.

    In fact, Kelly, who is retired and has the time to attend educational conferences, makes the argument that her trips helped secure $7.5 million for the district in grants and such national programs as the Algebra Project.

    District 209 officials admit that no district regulations were broken and that Kelly went on the trips with the blessing of the board and administration.

    We have never been in favor of such trips. When school districts are cutting budgets, we feel that is one area they should always consider first. If District 209 officials want to, they should limit board members to one or two trips per year.

    But the complaints against Kelly have gone too far already. She is being put under a microscope that we feel has far more to do with her political stances than with students being deprived of any educational opportunities.

    Kelly should stand her ground. And board members in District 209 should focus on education - which is what they were elected to do.



    Once again, there is nothing like information and public record...

    To answer your question and your response,How can a student from Westchester compete with a student from Pakistan if he cannot locate their country on a map? , first our students need to speak english and write english correctly before they can read about Pakistan and understand there history and culture, and there impact on the world economy! Students from Pakistan speak Urdish and learn English in school and I bet they speak better than our students, as well as write better. Also the schools in Pakistan,which is closer to a fourth world economy,than a third,does not spend $15,000 a student ,like Proviso, and there Proffessors and Administrators don't travel around Pakistan trying to learn new teaching techniques! It would be wise for there teachers to have all this money to improve there learning since they are teachers,but it is not neccessary but school to them is a luxury and a privilege,they are doing there jobs.
    Also why do you include yourself with "superintendents and teachers" ,your a school board member, you are not a teacher, your trips should be allowed , but once a year only,and following the letter of the law.
    So please Ms. Kelly answer the questions,and stop grandstanding and spining the story,focus on the questions,
    1.Should board members be given cell phones ?
    2.If yes,why ?
    3.If cell phones are currently being used,why was the public/voter/taxpayers not informed about spending our taxmoney in this form?
    4.If it was voted upon,can you please give a copy of the motion and vote,and who voted for the motion for and against,and publish it on the web,or on the probe.
    5.Can you please also post all the school trips each board meber has taken,what the costs, were with the itemized bills, to see if the taxpayers monies were properly guarded by the Superidentent and the board.
    6.Do you think if 209 is in serious finacial straps,should we not follow the examples of other school districts and halt the numerous trips to possibly once a year, and keep them in the Midwest where it will be cheaper and help us save money?

  • To our time has come, I agree with you that we,the community of parents,all the residents of Proviso and the taxpayers have been taken advantage for way to long,by these people who talk out of both sides of there mouths.
    We need to either elect individuals who's sole purpose is the betterment of education for all the students and we need to pass a resolution or a law that there be term limits on anyone's involvement.
    No more abuse of our tax dollars,we need answers,from Welch on why he needed to pass a back door referendum and we need Kelly and Flowers to answer why they arein favor of the taxpayers paying for the cell phones, and why do they think it's important to take so many school convention trips annually,without having a way to show the taxpayer where and how our money is being spent!
    Also why do we need to have board members on the board longer than two terms?
    No more politicians on school boards should be the motto!
    We should ask Mr. Welch to please hand over all the travel expenses of each board member with all expenditures itemized as well as the costs,bills and number of calls each board member has made monthly ,so we the taxpayer can decide if this is where we want our money spent!
    Also I have not seen a response to the questions asked of Ms. Kelly. Does she think that she does not have to answer to the taxpayer?
    What about Flowers with his use of a Blackberry phone? he has yet to respond.

  • There are 2 things that are guaranteed in life. That’s death and taxes. We will be paying taxes all our lives regardless of who’s in control. I am all for conscious spending of my tax dollars for and by my elected officials. All I ask is to be able to see measurable results. Theresa Kelly has showed us all results to the tune of 7.5 million dollars. 7.5 million dollars is an extremely generous return and more than covers her travel costs and cell phone bills. This is not frivolous spending.

    I don’t understand why someone would try to ignore these results and choose to wallow in the pettiness of knick picking and politics. This is a total witch-hunt and an utter waste of time. I do not blame Theresa Kelly for not responding to this nonsense. I would rather have her to continue working to improve my district than answer these ridiculous charges on a blog.

    In some political contests victory is a stake in the heart, with the demise of the opposition swift and final. In others it's like a rubber game, with the combatants jousting until one ultimately wins. In those instances, the battle becomes so interminable as to be inconsequential: Nobody cares who wins.

    Now that ballots have been certified from the March primary, here are two outcomes that await future outcomes:

    Proviso Township (Maywood, Bellwood, Forest Park, Berkeley, Hillside, Melrose Park, Broadview, Brookfield, Westchester, LaGrange Park and part of Stone Park): The black population in those western suburbs is exploding, and the political clout of Cook County Recorder of Deeds Gene Moore, who is black, is imploding.

    In last month's election, Moore lost his bid for re-election as Proviso Township Democratic committeeman. Moore won the post in 2002, when he defeated state Representative Karen Yarbrough (D-7) by 9,073-7,911, getting 53.4 percent of the vote. In 2005 Yarbrough's husband, Henderson, was elected mayor of Maywood over Moore's opposition, and Yarbrough triumphed in the 2006 committeeman's rematch by 9,746-7,045, with 58 percent of the vote. Likewise, in the primary for Yarbrough's House seat, Moore backed Proviso Township High School District 209 Board of Education President Chris Welch, and he was obliterated by 9,825-3,574, with Yarbrough getting 73.3 percent of the votes cast.

    Without question, Moore is a "Dead Man Walking," in both township and county politics. Of late, the county recorder's post has been a springboard to higher office. Carol Moseley Braun won the post in 1988, and in the 1992 "Year of the Woman" she ran for the U.S. Senate. A nasty primary between incumbent Alan Dixon and lawyer Al Hofeld enabled her to win the Democratic nomination with 38.3 percent of the vote, buoyed by a huge black and female vote in Cook County, where she got 409,574 votes (47.4 percent).

    Jesse White, an obscure black 16-year state representative from the Near North Side and a protege of longtime Democratic powerhouse George Dunne, was slated for recorder in 1992. He faced a competitive primary and got 40 percent of the vote, to 36 percent for independent Mary "O'Hara" Considine, who is white, and 24 percent for County Commissioner Bobbie Steele, who is black.

    White was re-elected in 1996, and in 1998 he ran for secretary of state. The favored Democratic primary candidate, Penny Severns, was diagnosed with cancer and withdrew from the race, endorsing White over Tim McCarthy. White won the primary with 55.8 percent of the vote, and in the election he beat Republican Al Salvi with 55.5 percent of the vote, becoming the first black occupant of that office.

    Moore was elected Proviso Township committeeman in 1998, beating incumbent Gary Marinaro 6,883-3,935. He was the Maywood-area state representative from 1992 to 1999. Due to the influence of his ally, Cook County Board President John Stroger, Moore was picked by the county board to replace White as recorder in 1999.

    In the pantheon of county office holders, recorder ranks at the bottom in terms of clout. The office employs 275 and has a budget of $13 million. Its primary duty is the recording, microfilming and online posting of approximately one million deeds, mortgages, releases and liens filed annually. Given these mundane tasks, the office generates minimal visibility, and given the paucity of office workers, it does not enable the recorder to build a political machine.

    But that didn't preclude White from using his post to increase his visibility and to get elected as 27th Ward Democratic committeeman in 1996, defeating state Senator Rickey Hendon, who held the job since 1987. As a committeeman, White was able to assemble support from his fellow committeemen for his bid for secretary of state in 1998.

    Looking ahead to 2008, Moore is toast. There is an unwritten "Code of Clout" among Democratic committeemen: If you can't dominate your ward or township, get another life. Those slated for countywide or statewide office need a viable political base, and if they are not a committeeman, they need a powerful mentor. Moore now has neither.

    Moore's sponsor, Stroger, is disabled with a stroke, and his political base has collapsed. Ambitious black politicians are already eyeing running for recorder in 2008, including Yarbrough, aldermen Bill Beavers, Todd Stroger, Anthony Beale, Howard Brookins, Walter Burnett, Isaac Carothers and Emma Mitts, county commissioners Bobbie Steele and Earlean Collins, state senators Mattie Hunter, Kwame Raoul and Kimberly Lightford, and state representatives Ken Dunkin, Robin Kelly and Marlow Colvin.

    Count on this: The recorder's office is now a "black" office. If John Stroger leaves office and his son is not named to replace him, Todd Stroger will be slated for Moore's job in 2008. If not Stroger, Beale is next in line.

    If Steele and other black independents run, a white candidate could win in a huge field.

    But Moore could be saved from his one-way ticket to oblivion. If Mayor Rich Daley is ousted in 2007 and replaced by an independent such as Jesse Jackson Jr. or Luis Gutierrez, the 2008 Democratic primary will be chaos. Anybody, even Moore, would have a shot at winning in a large field.
    But Yarbrough will be hard press to continue supporting inividuals from 209, who according to sources are being investigated by the feds for corruption,along with misappropiations of funds by certain allies of her.Yarbrough's best chance is to look for new faces to run for the school boards and to build a strong party organization with individuals not ever tied in to those horrendous school districts in Proviso.
