GOV, Bellwood approves approves three TIFs [BW]
TIF is an abbreviation of "Tax Increment Financing".
On April 26, 2006 the Village of Bellwood pass three new TIF districts.
I don't have a strong handle on TIF, but effectively it diverts money from other taxing bodies (primarily schools because they consume 60-70% of property taxes) to municipal government for 23 years. Municipal government is supposed to use this money to upgrade the property in the TIF district. In the long-term TIFs are supposed to help all taxing bodies because they increase the value of the property allowing the government to collect more property tax revenue.

I have two concerns about the Bellwood TIF districts.
First, the plan on the table is more complicated than normal TIFs because the money is going to be used to build new schools. Bellwood approved the TIFs before explaining the plan to the full District 88 board. IMO the Village and District 88 should have agreed on the plan before the TIFs were approved. By approving the TIFs first the Village isn't giving District 88 much room to say, "no". The TIFs will cut into District 88's revenue stream making it even more difficult for the district to deal with its infrastructure issues, like replacing McKinley Elementary. See Proviso Probe.
Second, I have serious concerns about how much of Bellwood is being included in the three TIFs. It will cut into District 88's revenue forcing the school district to go to the voters for tax increases more frequently and it will shift the tax burden for District 88 from Bellwood to Stone Park.
McKinley needs to be replaced. District 88 probably can only borrow the money to replace one school. And it will be awhile before the voters can approve a bond. And it will be longer still before the District has the money.
And moving the schools may make sense. There are a bunch of reasons Bellwood's plan may be good. But I sure would have liked to see more discussion out in the open before the plan was approved.

One of the arguments made for the legality of the Bellwood/D88 partnership is that Oak Park and D97 formed a similar partnership when Julian and Brooks middle schools were built.
I was in Oak Park at the time and I opposed the referendum. I don't remember the VOP and D97 publicly admitting to comingling funds.
The obvious reason comingling funds is suspect is that schools are subject to tax caps and home rule municipalities aren't.
If municipal government can subsidize schools it means that tax caps can't do their job.
Now, one can debate the wisdom of tax caps. However, they are, y'know, technically the law.
I suspect this is one of the issue Marilyn Thurman is concerned about. The West Proviso Herald article.

I believe that Welch is being shown the doore for his continued intrengency and problem causing behavior. Bellwood has no respect for the 88 board, since there useless and stupid.Bellwood is also showing what they think of Stone Park,not much, and of Welch even more,which is there's money to be made and Welch will not be able to play with it,because Bellwood is in the process of knocking Welch out of the game forever.
I also agree that Bruno's hands are all over this, and in the long run, Bellwood's property value won't go up it will go down,causing the taxpayers of Bellwood to have to pay for today's get rich quick schemes by the White masters,since this may be the last bonanza for them!

Pasquelli and McCambell are the only ones left who are throwing Bruno any work. Bruno's gonna pay them back by laundering TIF money into campaign cash.

Hey, Ernie Bryant, if you are anoynomous12:46sm, I still think building a new library in Bellwood is a political move-it is all about contracts/jobs not the children. The justification for building a new library does not fly. I have heard the new library will help our kids academically. Kids who are doing poorly in school do not tend to go the library. Education starts at home not the library. Parents/guardians need to get more involved. I am not buying a new library and 50% plus of Bellwood registered voters are not buying a new library. That referendum, can be put back on the ballot in November 2006 and the same results will happen - NO NEW BELLWOOD LIBRARY. I will make sure it happen. Our kids cannot use the new Park District Facility which was suppose to have been built for the children, what makes one think, a new library is going to allow our children to have excess to the new library without restrictions.

Mr. Leggin, why would you say that a new library would not benefit the children of Bellwood? The fact is that most of us WHO are concerned about our children and their academic achievements are the ones who are behind the referendum that will build the new library. At least with knowledge I have the ability to SAY what tax increase I WANT to pay for. And understand this, the margin was not that large against the referendum. I am working for those minor votes come November. If anything ask how can you help. Nothing personal.

For the past 10 years, this township has been used as a dumping ground for the poor. Because of it’s location in Cook County, the district has been used to warehouse poor Chicagoans. This region has the lowest real estate value, in the area.. The poorest suburb in the US is found here - Maywood; and Bellwood is not far behind.Proviso township represents a region of Illinois similar in some ways to Haiti.
This district has became a lab for government social welfare programs. Businesses moved out as local governments focused on providing social services over business services. This region became the land of housing projects, Section 8 housing, fatherless families, gangs, crime, and failing schools. White flight has caused a housing boom in DuPage for families searching for safe affordable housing.
This region has been hit by the 21st Century. Steel mills, manufacturing plants, and blue collar jobs have been leaving since 1979. With a generation of Republican leadership in Springfield, this Democratic region was ignored.
We are witnesses to what happens when a region is only supported by welfare checks and ignored by both political parties.
We must all work together to improve our lot. Bellwood can not allow this corrupt mayor and his corrupt trustee's to continue to create new plans that in the long run will not be used prperly and that will become a burden to future taxpayers of Bellwood. Building one school is fine, but why three? Why can't the mayor push for a tax referendum instead of this back door bond ? Is this what occurred with the Magnet school?Why is Welch,Bruno and the entire 88 board working together?
