GOV, what perks make sense?

At least one person is grumbling about school board members--and other elected officials--getting perks like mobile phones.

Maybe I've become part of the establishment, but providing mobile phones to elected officials makes sense. Do you want elected officials to take phone calls from constituents?

As a member of the media, I call elected officials and ask them questions--and occasionally give 'em some grief.

Now, if it's true that a certain village gives trustees free gasoline for their cars that's pretty hard to justify. I would even argue that it's illegal unless authorized in a village board meeting.

I also have reservations about Maywood giving trustees a discretionary budget. See Proviso Probe. Somehow it doesn't seem right to give elected officials money to buy goodwill from constituents. If a village wants to do this, it should just increase the pay of the elected officials and then the constituents could see how generous their elected officials are.

I think it's time for Illinois to pay school board members and probably members of the library boards and park districts too. But elected officials who accept the pay should be held to a higher standard on conflict of interest issues. No more giving jobs and contracts to your brother, niece and best friend from gradeschool.

What do you think? Extra credit for people that can avoid attacking specific elected officials and focus on the substance of the issue.

    Everyone, Carl has to follow the law,like the impeachment efforsts against the president for lying and misleading us,and circumventing the law, the same applies to the accused as well as to the acuser!
    We hold elected official to higher standards,and hypocrisy won't be tolerated!
    Now read the actual Illinois Law which governs school board members; read for your self and interpet the law yourself. It is apparently quit clear that board members are not allowed to be compensated, as well as quite clear about travel expenses.

    2:125 Board Member Expenses




    1.Board members may not receive compensation for their services.


    2.Travel

    3.The Board of Education may advance or reimburse members the actual and necessary expenses incurred while attending:




    • Meetings sponsored by the Illinois State Board of Education or by the Regional Superintendent of Schools;




    • County or regional meetings and the annual meeting sponsored by any school board association complying with Article 23 of The School Code; and




    • Meetings sponsored by an organization in the field of public school education.




    No advance payment shall be made except for specific reservations for travel, advance registration, and lodging. The check for advance payments shall be written directly to the agency by the School District's treasurer.




    Members must submit to the Superintendent an itemized, signed voucher showing the amount of actual expenses, attaching receipts to the voucher if possible. If the member's actual and necessary expenses exceed the amount advanced, the member shall be reimbursed; if they are less than the amount advanced, the member shall refund the difference.




    A bill for a group function should have the names of members attending noted on the receipt. Expense vouchers shall be evaluated and approved or rejected by the Board of Education in its regular billing process.




    No money shall be advanced or reimbursed for the expenses of any person except the Board of Education member.




    Registration




    When possible, registration fees will be paid by the School District in advance.




    Transportation




    The least expensive transportation shall be used, providing that no hardship shall be caused to the Board member. Board of Education members will be reimbursed for:




    • Air travel at the coach or single class commercial airline rate. First class air travel will be reimbursed only if emergency circumstances warrant. The emergency circumstances must be explained on the expense voucher. Copies of airline tickets must be attached to the expense voucher.




    • Rail or bus travel at actual cost. Rail or bus travel costs may not exceed the cost of coach airfare. Copies of tickets will be attached to the expense voucher to substantiate amounts.




    • Use of personal automobiles at the standard mileage rate approved by the Internal Revenue Service for income tax purposes. The reimbursement may not exceed the cost of coach airfare. Mileage for use of personal automobiles in trips to and from transportation terminals will also be reimbursed. Toll charges and parking costs will be reimbursed.




    • Automobile rental costs when the vehicle's use is warranted. The circumstances for such use must be explained on the expense voucher.




    • Taxis, airport limousines, or other local transportation costs.




    Hotel/Motel Charges




    Board of Education members should request conference rate or mid-fare room accommodations. Other expenses incurred by Board of Education members will be reimbursed when specifically related to School District business. The expense voucher or hotel bill must explain the types of expenses incurred.




    Board of Education members shall pay personal expenses that are charged to hotel room bills at checkout. If that is impossible, deductions for the charges should be made on the expense voucher.




    Meal Charges




    Meal charges to the School District should represent "mid-fare" selections for the hotel/meeting facility or general area. Tips shall be included with the meal charges. Expense vouchers must explain the meal charges incurred.




    Miscellaneous Expenses




    Board of Education members may include any other costs related to Board activities on expense vouchers.




    Personal Charges




    All personal travel costs must be excluded from the expense voucher.

  • We have to define perks in terms of school board members. Being a representative of District 209 and conducting business on their behalf, weather it be in Illinois or in Idaho, and being reimbursed by the district for expenses occured is not a perk. It's business...hopefully necessary business that garners some measurable results.

    A perk is sitting at the 50 yard line of the Bears game...strictly for pleasure.
    A perk is receiving gifts just because you’re an elected official.

    Being reimbursed for expenses occured while conducting business on behalf of the District and school board is not a perk. It is a necessary, fair and standard operating proceedure.

  • 1.Can we please then see who voted for cell phones and who voted against them?
    2.Can we see the actual bills from each board member, and see what numbers are being used for Board purposes?
    3.Does 209 also pay for cell phones,Blackberry phones,ear pieces?
    4.What plan and minutes are being used?
    5.If board business is so important and board members need cell phones to comminicate with each other,(I doubt Welch and Kelly or Flowers call each other),why not instead pay for and give phones to all our teachers with the same plans as our"Great Education Leaders who are the compass of our Universe and know better than us the taxpayers and parents" our dysfunctional, poorly educated school board ?
    I am waiting for a response, an educated response!!

  • I think cell phones, especially Blackberry phones with email, text messaging, internet, wireless ear pieces and what not for board members in 209 is irresponsible spending. Shame on them. I also think 3 to 4 trips a year at tax payer expense without any type of reporting mechanism is highway robbery. Again, shame on the 209 board member who does it. Worse yet, she's always saying the district is broke, but she's the first one to head to the airport to spend district money. There should be something we can do about this.

    It is Charlie, it is a high end cell phone that normally heads of companies and dept. heads use. The price is prohibitive to most individuals who don't work for major companies or don't own there own successful companies!
    I guess you think it's ok because the taxpayers are paying for it!
    But Charlie,unless your thinking your "Boss " of Proviso and your small ego needs a Blackberry to "prove to the world you have made it", it still is fleecing of the taxpayers money, and you of all people should no better! You have postioned yourself as independent of the establishment and of "taking on the system",but yet again you fall to the prey of garden of Eden's apple tree!
    Your no better than people you acuse,at least there not hypocrites!

  • Dear Carl, I can't believe that Theresa Kelly has failed to repond to the questions posted of her.As a 209 board member,she has the obligation to respond to the voters/taxpayer/parents of Proviso if there is questionable financial dealings occuring in the district, as specifically with the elected 209 board!
    I only see her respond with propaganda statements,spins,and trying to change the topic of conversation to personal attacks and to attacking Chris Welch!
    I believe that Flowers response was that Blackberry phones are no big deal and he could care less if the taxpayers pay for his phone,earpiece,e-mail,text messaging and unlimited minutes!Why does Flowers not propose then to give free Blackberry's to all the teachers at Proviso with the same plan he has?What's next free gas for 209 board members?
    I wonder when Flowers takes over the board what he will tell the teachers,"now you know if you spend any time on the phone in school we will fire you,especially if your white or friends of Chris Welch"!   • It is refreshing to know that the readers of this blog are aware of the deception and diversion being played out by Chris Welch.

    This should show us that we have to be more vigilant than ever when it comes to working for the best interest of our children and our community.

    This is a wake up call!

    In the past, we paid little attention to the school board and politics that affect our community and the everyday lives of our children. We have learned that this is not the proper way to go through life.

    When we turn a blind eye to politicians whose interests are self-serving we end up with 40 million dollar back door deals, out of control construction costs, under qualified relatives and friends controlling positions of power and systematic presidential impropriety.

    The question is, now that we know the above to be fact, how do we go about creating change and reclaiming our communities?

    We have to galvanize our base and take grass roots, commonsense approach. We have to literally touch every citizen in the community and appeal to their sensibilities and their thirst for progress.

    We cannot afford to let this opportunity pass us by. Our work has only just begun, but unified and determined, we will make a difference in Proviso Township!

  • To our time has come, I agree with you that we,the community of parents,all the residents of Proviso and the taxpayers have been taken advantage for way to long,by these people who talk out of both sides of there mouths.
    We need to either elect individuals who's sole purpose is the betterment of education for all the students and we need to pass a resolution or a law that there be term limits on anyone's involvement.
    No more abuse of our tax dollars,we need answers,from Welch on why he needed to pass a back door referendum and we need Kelly and Flowers to answer why they arein favor of the taxpayers paying for the cell phones, and why do they think it's important to take so many school convention trips annually,without having a way to show the taxpayer where and how our money is being spent!
    Also why do we need to have board members on the board longer than two terms?
    No more politicians on school boards should be the motto!
    We should ask Mr. Welch to please hand over all the travel expenses of each board member with all expenditures itemized as well as the costs,bills and number of calls each board member has made monthly ,so we the taxpayer can decide if this is where we want our money spent!
    Also I have not seen a response to the questions asked of Ms. Kelly. Does she think that she does not have to answer to the taxpayer?
    What about Flowers with his use of a Blackberry phone? he has yet to respond.
    That attitude of disdain and disrespect to the voters,parents and taxpayers may play in Maywood, but the rest of the township is offended and wants a response,if not we will wait until election day to give you are response!

  • Thanks to Thersa Kelly and Mr. Flowers the Bellwood residents are now becoming aware of how the village mayor Pasqualli allows himself,his village trustee's and herrell and sei to get free gas for there cars. This is outrageous and totally ridiculous!
    Pasqualli is fleecing all the taxpayers of Bellwood with his free gas to his trustee's and himself. I wonder who watches over the finances in town,it must be like a fox in a chicken coop!
    I guess the Plantation Owner,Pasqualli knows how to keep his "blackies" calm, he gives free gas to his plantation over searers, annd they keep "the mullies down"! Brillant!
    I recommend that all of bellwood go tomorrow to see Pasqualli and demand free gas for there cars,cnsidering the high cost of gas now a days! If he refuses ask to see what the village spends each month on this novice program and also make sure to dance for the master!
    I guess Pasqaulli get's a free ride, because eventhough he still employs Bruno,refuses to fire Sam Sei for imposturating as police officer, and he still thinks only white's can do anything right, with his insitance that Herrell continue running the park district,he gets a free ride, because he is the owner and god forbid the so called black leaders tell him that he is no longer going to decide what is need in our community!
    "Now Welch,Yarbrough,Lightford,Moore,Flowers and Kelly start dancing for your master,or else you'll get whipped"!

  • To all of Ms. Kelly's supporters,please see what is wrong with your defense of her. Nobody is putting her down, we all fought to eliminate Moore and Welch, but now how can we with good concious stand here and allow Ms. Kelly to slip down the slope of cronism,and the slope of petty corruption?
    She needs to answer the questions, regarding cell phones being paid for her and the other board members by the district as well as the abuse of school trips!

  • There are 2 things that are guaranteed in life. That’s death and taxes. We will be paying taxes all our lives regardless of who’s in control. I am all for conscious spending of my tax dollars for and by my elected officials. All I ask is to be able to see measurable results. Theresa Kelly has showed us all results to the tune of 7.5 million dollars. 7.5 million dollars is an extremely generous return and more than covers her travel costs and cell phone bills. This is not frivolous spending.

    I don’t understand why someone would try to ignore these results and choose to wallow in the pettiness of knick picking and politics. This is a total witch-hunt and an utter waste of time. I do not blame Theresa Kelly for not responding to this nonsense. I would rather have her to continue working to improve my district than answer these ridiculous charges on a blog.

    Dear Carl, I don't believe that parents need to be contacting School board members on a regular basis.The school board is suppose to oversee the school budget and the superintendent.There role in the education of our students is to make sure that our students and teachers have the neccesary tools to reach these goals.I have never heard a school district, that the board is setting and settling school matters for individual parents and students.
    No wonder discipline is so difficult at our schools, when parents don't have to listen to teachers, nor the prinicipals and can go directly to to a school board member who then will dictate policy to the prinicipals and teachers! Your idea of school board embers having to field constant phone calls of parents would create chaos beyond the chaos that is Proviso!!
    Should teachers get mobile phones as well as board members? If you want board members returning phone calls from parents, isn't it equally true for teachers?
    If board members have phone then the only logical solution is to have teachers get cell phones with unlimited minutes paid by the taxpayers to be able to call parents.Teachers have to use there personal time,after school and work late at night and to reach most working parents it is not until 7:00pm, so yes let's give them cell phones!
    But let's stop the joking around and get serious , the school finances are in the gutter and board members of the worst testing school in Cook County have Blackberry phones and unlimited minutes and we the foolish taxpayer has to pay for these incompetent fools who are fleecing us blind!

  • I delete posts under "anonymous". If multiple people post under "anonymous" in the same thread it gets quite confusing.

    This is a standard I try to apply consistently. If I'm not doing it, I'm probably crunched for time. And I don't apologize for my inability to be perfectly consistent.

    I also delete comments about other's sex lives if they aren't directly relevant to their public duties.

    And I delete comments that are spam, plagiarized or way-the-fuck off-topic.

    These editorial decisions are made to keep Proviso Probe as reader friendly as possible.

    If you would like to suggest improvements to the rules, you can contact me or insult me. But use a pseudonym, because I delete posts under "anonymous".

  • To the 209 board,
    Break up Proviso 209 into academies of 500 or fewer students. The teachers will recognize all the students and the principal will know all the parents and the names of the students.

    These are schools built on principles that can be applied anywhere - the new three R's, the basic building blocks of better high schools:

    The first R is Rigor - making sure all students are given a challenging curriculum that prepares them for college or work;

    The second R is Relevance - making sure kids have courses and projects that clearly relate to their lives and their goals;

    The third R is Relationships - making sure kids have a number of adults who know them, look out for them, and push them to achieve.

  • Theresa Kelly brought back 7.5 million dollars to District 209!

    I repeat...7.5 Million Dollars!

    We're not concerned with her cell phone bill and travel expense. Not after bringing back that kind of money for our students!

    Let's add this up...if we had 6 more Theresa Kelly's on the board that would equal to 52.5 million!
