GOV, dubious call on early retirements [FP]

Forest Park Review (Josh Adams) covered the zoning aspects of Monday's meeting.

I've got some opinions on the early retirement issue. Over the objections of Commissioners Patrick Doolin and Terri Steinbach the Calderone-Gilliam-Hosty block voted to offer an early retirement plan.

Steinbach and Doolin expressed skepticism that the village could allow employees to retire without replacing them. And if any of the early retirees are replaced the village loses money. Nominally the point of the early retirement plan is to save the village money.

Here's some possibilities why the majority wanted to allow early retirements.

1. It's a sweetheart deal for some village employee(s).
2. It's a way of creating positions that will need to be filled after the spring election.
3. The village has senior employees who aren't pulling their weight, but the supervisors (remember, in the commissioner form of government the commissioners and the mayor are the department heads) don't have the fortitude to fire them.
4. The majority likes to stick it to the minority just because.

If the village replaces any of the employees in question Calderone, Gilliam and Hosty voted to raise taxes on Monday night. I'd like to know why.

I sure hope it's not because Village Administrator Mike Sturino and the elected officials lack the resolve to kick old-timer slackers in the ass. If someone isn't pulling his/her weight, you write a memo explaining the deficiency and the expectations. If the employee resists doing his/her job then you initiate the procedure to terminate him/her.

I found Gilliam argument particularly troubling. Gilliam suggested the village should "try" to maintain services with fewer employees.

This is stupid. If Gilliam, Hosty and Calderone believe the village can deliver the same services with fewer employees then they should furlough the extra employees and see what happens.

Of course, furloughing employees probably isn't as good a way to motivate campaign workers for next spring's elections as having some unfilled positions at the village.

  • Why would you call them slackers? Early retirement packages with no replacements? How many employees and in what capacity do they work for the village? I'm all for rewarding long time employees but don't think the long term effects of this decision on the village were given careful consideration.

  • If you can let someone go from a department with about a dozen people and not miss the individual, I'm thinking s/he wasn't contributing much in the first place.

  • Could Carl do any worse than the three stooges? That's Mope (Calderone) Gumby (Gillian) and Dopey (Hosty). These guys can't even manage their own finances and lives let alone the finances and lives of the 16,000 residents of Forest Park that count on them. They would know a bad financial decision if it kicked them in the Dockers.

    All three seem to being doing pretty well.

    More importantly they have done tremendous for the village, much better that the other 2 yahoos

  • Oh let's see. Calderone, Gillian & Hosty take over after Calderone beats Popelka in 1999 and by 2003, the village is broke, they have to apply for a line of credit to make payroll, they have to lay off 11 employees, they have been sued in federal court and lost, have had numerous police brutality claims against African Americans settled and they brought in Mickey Segal to handle insurance, Anthony Bruno to do us a water project just like Melrose, had the Fed's issue subpoenas to the village for the 1st time ever which the Mayor referred to as glorified FOIA's, allowed some of our cops to work for Vito Scavo's private security company while using Forest Park owned equipment, employed the lobbying services of Al Ronan, issued themselves village American Express cards, one of which used their's to buy grocery's at the Cost Co in Ft. Meyers Beach Florida, for what village purpose god only knows, and think the village checkbook is actually their own personal checkbook. Now tell me again how "well" they've done? Strangely enough, all of this stopped, at least most of it, after the 2 "new" ones got elected in 2003. Probably just a coincidence huh?

    Do my qualifications matter? If what I'm saying makes sense, what does it matter if I've spent my whole adult life in prison? Or if I only came to Forest Park this year?

    Do you have an objective standard to determine if I am or am not qualified to express an opinion on this issue?

    For example, who are the opinion commentators you respect on national issues? What are their qualifications? Do you even bother to check?

    If you don't care about the commentators you respect, I'm concerned your questions are bad faith attempts to steer the conversation away from discussing the merits of how the village is being run to attacking me.

    But let's assume you do check the qualfications of all commentators. What level of management would I have had to achieve to comment on the village's management practices? What is the threshhold you expect to make me credible?

  • Are you inside the PD or do you have ADD?
    There was a line of credit put in place to make payroll. It was done at the Forest Park National Bank. Was it used? Who cares. It was put there to do it because they broke us.
    Does it really matter if half of the poor people layed off were brought back? The shame on Calderone is in obvious mismanagement to the point that he even had to lay people off in the first place.
    Jim Thomas was the village administrator. The village administrator does not have the power to hire anyone in the commissioner government. So who instructed Thomas to hire Segal? Maybe it was the guy that has numerous campaign contributions documented in the citizens for Calderone account.
    Who was sitting on the village council as accounts & finance commissioner and voted yes when Ronon was hired? Tony Calderone. Who has numerous campaign contributions documented in their citizens for calderone account from Ronan? Tony Calderone.
    Who received Federal subpoenas in an ongoing water project investigation on Anthony Bruno for the 1st time? the village of Forest Park.
    Who used Forest Park police radios and Forest Park police dispatchers when they were working for Scavo's private security firm to do security at the River Forest Towne Center shopping mall? At least two forest park police officers. I'm sure they claimed that income on their federal tax returns so it should be easy to see who it was. Maybe it was an irish guy and a korean guy.
    Don't worry, your not smart enough to fool the Fed's. You and your skank police chief and Mayor are done. Keep bloviating though. It is fun.
