KLEPT, ending ghost payrolling
I have a simple way to end ghost payrolling.
Illinois should pass a law that if you turn-in the ghost payroller you get a bounty, say 30% of the money the ghost payroller pilfered.
Then the government gets to sue the ghost payroller, the supervisor and the political patron to recover the money, the bounty and court costs.

We have a law that basically does that. It is called the Recovery of Fraudulently Obtained Public Funds Act, 735 ILCS 5/20‑101, et. seq.
The Illinois Supreme Court struck the law down as it applies to state employees, but it is still good law for county and municipal employees.
