It's time for Welch and co. to own their failure


Between 1:30 and 1:40 into this video there's a quote from Senator President-elect Barack Obama, "George Bush and John McCain have a lot to answer for. It's time for them to own their failure. It's time for us to change America."

After eight years of George W. Bush being President of the United States, the voters got sick of lies and failures and voted for change.

Emanuel "Chris" Welch has been on the District 209 board of education for eight years, most of the time as president of the board. Will the voters of Proviso decide after eight years it's time for change?

Chris Welch and his allies have a lot to answer for. It's time for them to own their failure. It's time for us to change Proviso.

  • It may be time for Welch and Company to go, but let me ask you something Carl. How do you compare Chris Welch and the school board members to George Bush? When George Bush was elected, he got to choose his own cabinet. He took office and started with his own team in place. George Bush and his team failed this Country miserably. George Bush also has veto powers. Does a school board get to come in and just fire people and bring their own team in? Does a school board president have veto power? I think this is an unfair comparison and definitely does not address the issues of the elementary schools sending the high school poor performing students.

  • How many times has Welch selected a superintendent?

    2005 he picked Libka.
    2006 he picked Fields.
    2007 he picked Libka, again.
    2008 he picked Collins Hart.

    Welch has had a free hand. There's no checks and balances from an independent legislator, he controls the board. There's no meaningful judicial oversight.

    Aaah, the blame the elementary school districts argument.

    Welch's political allies run the two worst districts in Proviso (D88&89). How many D88 board members work for Welch at D209? Busby, Miller and Anderson. And the D88 board pays Welch as the district's lawyer.

    Welch is part of the problem at teh elementary schools too.

  • Are you telling me that Proviso's problems started with Welch? Didn't Welch and Co bring us PMSA? One of the top schools in the state? What would you like to see done differently?

  • PMSA took the 120 or so students who scored the highest in 8th grade and lavished spending on them.

    When they got to senior year of high school these students continued to test well.

    By itself this doesn't prove PMSA is a success. It merely shows that tests in 8th grade are good predictors of who will test well four years later.

    And boasting about average scores is bogus when the average and below average students have been removed from the pool.

    PMSA may be doing a great job. But having high average test scores doesn't prove it by itself.

  • You're not doing a very good job of making your case against Welch and Co. A school board is very different than an executive office like President or Governor. And with all that Welch and Co. have had to deal with, I praise them for putting Proviso back on the map with PMSA. Your beloved OPRF was not even on that list Carl. Also, PMSA students would likely be in private schools if it we didn't have PMSA. They would not be at East or West. So Welch and Co have given us a top tier school and have helped hundreds of families save thousands of dollars. Also, Would you rather have two kids that no one talked about or three and one became President? Ask Barack Obama's mama that question.

  • Dear Explain Yourself Carl.....
    Why are you so pro Welch. Yes, as a matter of fact Welch was a huge supporter of PMSA. I cannot see the school as successful. When you take the smallest amountof kids with the best scores and put them in the best schools with the best resources, i would hope you get the best test results. Proviso and the board have been shortchanging its students for years, now they can do it and claim PMSA as its reason for pouring money into the schools, I mean one school. You spoil one school while you rape the others. I do not always agree with Carl but Welch and his cronies and relatives are the ones you should save your agressiveness for.

  • Welch is truely the worse person in the World and in Proviso!
    Welch and his cronies have systematically ripped off our district for 8 years! Welch is all about Welch! Welch has never cared about the children or parents who send there kids to Proviso.
    Welch used to be against the Magnet school until he was told by his Melrose Park handlers to do it because they could make money in the deal with construction contracts!
    Also,when and why should Welch continue being on the school Board? The postion does'nt pay anything,he does'nt have any children,he's 52 y/o and single,but yet Welch spent $175,000 to barely win his last election for Proviso School board. I wonder what does Welch gain from his continued "free" service as a school board member at 209???

  • Welcher lies needs to do some research. I did a quick check on the internet and found that Welch and his political cronies won 3 of 4 seats in 2005. Welch was the top vote getter. Voters skipped over the first person on the ballot. Someone named Arbedella "Della" Patterson to vote for Welch and company. The state board of elections website also indicates they spent far less than $100,000 on their campaign. As for why Welch would serve on a school board, my google search revealed information in my opinion makes him to qualified. Here's what it said:

    Chris Welch graduated from Northwestern University in 1993 and received his law degree from The John Marshall Law School in 1997.

    Chris has served on the Proviso Township High Schools District 209 Board of Education since November 7, 2001, and he has been President of the Board since April 2003.

    He also serves as legal counsel for Bellwood School District 88 and Maywood School District 89.

    He has also served as legal counsel in Posen-Robbins School District 143 and ½, Hoover-Schrum School District 157, Niles High School District 219 and Community High School District 218.

    Chris is a member of the Illinois Council of School Attorneys, and he was the lead attorney in the case of Roxanne Brown v. Bellwood School District 88 (November 2005) in which the Illinois Appellate Court ruled that local school boards have the right to declare vacancies and fill those vacancies.

    Chris has also performed legal work for the Villages of Hillside and Melrose Park, and he actively litigates section 1983 Civil Rights cases on behalf of the Town of Cicero.

    Chris recently led the successful defense of a civil rights case involving 12 Town of Cicero police officers in which six of them were found completely not guilty.

    Chris and his firm also do bond work for towns and municipalities.

    He has received the Operation Uplift Hometown Dreamweaver Award (January 2005), the prestigious PLCCA Image Award (June 2006), and he has been recognized by the Village of Hillside (Jan. 2007) for his contributions to Human Rights issues.

    After 10 years of practicing law, Chris was named a partner in the firm of Sanchez, Daniels & Hoffman, LLP in July 2007.

  • In response to "people should do their research and give facts", you must be Chrisssy Welch or one of his paid bloggers from the "Infamous Proviso Insider".
    How can you state that Welch is good for Proviso,the schools,the community or the Children?
    I'm impressed that you can place Welch's decieving resume as a reason to keep him on as a 209 school board member. If Welch's resume is true, then 209 test scores and 209 improvements should have occured during Welch's reign of terror at Proviso for the past 8 years! Welch's destruction of 209 is similar to Bush's destruction of the USA!
    Now to my own Google search on Mr. Chris Welch:
    Welch was accepted into Northwestern as an affirmitive action admission, barely graduating and the only Law School to acept Welch was the lowest rank law school in the country,John Marshall,after being placed on the waiting list and needing to get recommendations from the Proviso NAACP.
    Welch serves as legal counsel at the other two poorly scoring school districts of district 88 and 89,where his lackeys hire him to serve there needs of taking care of themselves and not the students.Welch also serves as legal counsel at other poorly performing school districts,where the majority of students are black. This shows why Welch is a cancer in the black community,because he does'nt care about the children,but only cares about enriching himself!
    Welch's insistance that he is a member of the Illinois council of school attorneys,is no big deal,many people belong to different profesional associations,such as the Plumbers Union,Boy Scouts,Log Cabin Republicans and the Mafia.
    Welch states he has done legal work for Hillside and Melrose Park is just that,those Mayors throw him a bone every once in a while,letting him do traffic court to get some spare change.He a;lso brags about doing work in Cicero,my gosh Welch do you only work at "Mobbed up villages,such as Cicero and Melrose Park"?
    Why does'nt Welch also write down on his resume how he is being sued by Odlson and Sterck(real attorneys) about his secret ,annyomous blog the Proviso Insider? Why does'nt he state how he has had the taxpayers at 209 have to pay for his attorney fees for slandering Oldson and Sterck?
    Why does'nt Welch write on his resume how his 8 years at the helm of 209 their's been 6 different superintendents and how the test scores have fallen making 209 the worst schools in the state?Why does'nt Welch state on his resume,that he spent $175,000 to barely win his 209 election?
    WElch needs to "own up to his failure" and act with some dignity and resign from 209.Going through life as a 52y/o single black male who's only goal in life is to be President at 209 is to me and others, just pretty sad and totally disgraceful!

    WOW! Welch never ceases to amaze me! He is going to pull every trick out of the hat to get back on 209. How low will he go? Who will become his new mistress, ally, crony, employee, employer? The seven deadly sins, Welch has mastered them all.

    As far as PMSA is concerned, Illinois educators giggle, chuckle, laugh, dismiss, and ignore the thought of PMSA as a top tier high school. Yes, it did make the list, but let's look at the facts. How many students attend PMSA? How many students from PMSA took the Praire State Exam? How many students attend East and West. Now, let's examine the schools who were among the top ten. The schools had bigger populations; therefore more students had higher scores. Also, those schools have extra-curricular activities. How many does PMSA have, not counting the Robotics club? How many students from PMSA got perfect scores, a 36? PMSA shouldn't have made the list! For one, the school has a small amount of extra curricular activities and again, HOW MANY STUDENTS ATTEND PMSA! Now if East or West would have made the list, then KUDOS to WELCH! KUDOS is his favorite word. What grown ass man says "KUDOS"?

    Welch takes credit for the accomplishments of students but never acknowledges the failures he has masterminded in the 6 long years he has been president. By the way, is a 24/7 job. If it is a 24/7 job, why aren't the schools doing better? And when does he have time to chase ambulances? Welch has no desired interest in the MAJORITY of the students. His only interest is in the small percentage of students at PMSA and of course himself.

    WOW! I guess WELCH is similar to BUSH and MCCAIN. BUSH and MCCAIN don't give a rats ass about the poor and middle class, and Welch could care less about the students attending EAST and WEST.

    I did not get a chance to write Nyberg about East flooding and the school closing for several days. My question is why weren't those students permitted to attend PMSA? It reminded me of the events of Hurricane Katrina; I know I am stretching a bit here. However, my point is to draw on the similarities between Bush and Welch. Bush don't care about Black people...Welch don't care about Black kids!

    People in this community will have to be deaf, dumb, and dizzy to vote for Welch (Bush), Adams (Cheney), Robin Foreman (Condolezza Rice, Foreman does not have Rice's intelligence or vocabulary), Brian Cross (Joe Liberman, once a democrat now a republican) Bob Cox (I can't think of someone in Congress as dumb as Cox, but suggestions are welcomed).

    Again, Bush don't care about Black people...Welch don't care about Black kids!

    For those who would like to run against Welch in the next school board election, borrow snippets of Kayne West's line: WELCH DON'T CARE ABOUT BLACK KIDS! Sounds like a hell of great mailing piece. Good Luck!

    Interesting, did'nt Sanchez,Daniels and Hoffman fire Welch years ago?
    Then did'nt Welch move to that other slimey firm, Roche and Ass. and then was fired by Roche?
    Hmmm, then Sanchez,Daniels and Hoffman rehired him again because Welch was able to bring the law contracts from District 88 and 89 and Robbins school district.If Welch was so slick and smart,why did'nt he just start his own firm?? My bet is Sanchez,Daniels and Hoffman will again fire him,once Welch loses the contracts at 88,89 and Robbins!

    Interesting how Welch try's to justify his 8 years at the helm of the Titanic called Proviso 209.
    Under Welch's reign,test scores at both West and East have dropped from 40% teasting at state ;evel to the worst teast scores in the State at 13%.
    Hey, Welch,why your reasoning is crooked about having two children go to jail and one possibly becoming President,that reasoning reminds of a dysfunctional family,who can't acknowledge that the one screwed up are them,and even if one became President,that child will still suffer from psychological problems in the future!P.S. Obama's mama had help from her Parents and they paid for Obama to go to an elite Private school in Hawaii,not PMSA or West or East!Plus Barack Obama does'nt send his children to Public Schools,instead he invests his money in sending his 2 daughters to The University of Chicago Lab schools,a Private Elite school.
    Barack Obama,if he lived in Proviso would never,ever support your reign or reasoning for destroying disticts 88,89 and 209.You might of saved 400 families, but you've destroyed 5,000 families by your failure at both West and East.

    Wow, can't believe how Welch would sell out his own race and other minorities,defending the infamously crooked cops of Cicero for human and civil rights abuse,and brag about it?
    WEre the cases heard in Cook County? With local elected judges presiding the cases? How slick of Mobbed up ,crooked Cicero to have an Uncle Tom Negro represent there crooked cops.Maybe Welch can try to save blacks and latinos who have been set up by Cicero cops and are now sitting in jail?Why did'nt Welch come to the defense of that poor,black homeless man who was assaulted by Forest Park police? He did'nt, but yet Forest Park police were found guilty of civil rights abuse and had to pay through the nose for there abuse and a police officer went to jail! Welch won't go against his Masters,the mobbed up and crooked villages of Cicero and Melrose Park and Forest Park!
    Welch should tout how he successfully defended School district 88 Board Member , Ron Anderson from charges of drug distribution, or how he has had the taxpayers of 209 pay for his own defense from slander lawsuit against him.

  • I did the research says: Check the ISBE website for this info. When Welch came in in 2001, East had a 23 on the PSAE and West had a 24. Since Welch has been president, the scores have steadily declined. Now East has a 13 and West a 19. These scores are an embarrassment! It's all well and good that a selective school in the dist. can get in the 70's, but what about the other schools?
    Shouldn't PSMA also have listed their ACT scores? I'll bet they're only in the low 20's

  • You all will never beat Welch and Co with the same old negative, hateful tactics. Ask John McCain and Sarah Palin if negative, hateful campaigning works. Welch and Co are well entrenched in the political establishment and have done some good things. Playing the game the way you all have done it in the past will not work. Welch and Co are succeeding and you because of your hatred for Welch, you all wont win. Keep you eyes on the prize and change your dumb tactics.

    Welch and Robin Foreman should know first hand about negative campaining. Welch did pimp Foreman into posing as Kelly on their last campaign piece, which failed to defeat Kelly. Also, Welch put out negative ads on Yarbrough, and she beat the hell out of in the state rep. race. So, take it from Welch and Foreman, negative campaigning does not work.

  • looking at the petitions for 209 school board,I don't believe that there's another ticket out there that can beat Welch,Cross,Adams and Henry. Not that they deserve to lose,but the numbers look like they'll swing in Welch and Company's favor.
    This spring's elections will not only have a 209 race, but Welch's allies also will have races,making a get the vote out environmont throughtout the township. This scenario bodes well for Welch,because his allies Gene Moore and Grady Rivers will be running for Mayor in Maywood, and Rivers is the favorite to win,thanks to the dismal record of Henderson Yarbrough.Rivers will get 2500 votes for himself and for Welch to win Maywoood handily.
    In Melrose Park, Welch's Ally ,Ron Serpico has a race from Jesse Martinez,which will make Serpico get all his voters out to support him and Welch.If Serpico did'nt have a race the vote total would be 1500, but since Yarbrough's ally Martinez is running,expect Serpico to pull 3500 ,which will translate into votes for Welch and a landslide victory for Serpico.
    In Bellwood,Pasquale has a race with Welch's ally Johnson,wich will make black voters come out in record numbers.I expect Pasqaule to lose, and the vote total out of Bellwood to be 2,000 plus for Welch and Johnson.
    Berkley and Stone Park and Westchester will have races with increase vote totals coming out of those villages and Welch will win the lion share of those votes,thanks to name recognition and also for being allies of those villages sitting Mayors, who will all win there elections.
    Forest Park and Hillside don't have Mayoral elections, but both Mayors of those villages will support Welch and help Welch's ticket to win there villages.
    Prediction: Welch,Cross,Adams and Henry will win again and by bigger margins than last time.Expect more destruction of 209 and more cronyism and play for play politics.
    Bottom line: Unless the Mayors decide to rid themselves of Welch and Co,Welch can't be beat by the perennial gadflys who oppose him.Neither Karen Yarbrough,who tried and lost to Welch, and who now(Karen Yarbrough) is working with Melrose Park can't and won't beat him, also Flowers can't beat him and neither can Manzo.Welch is King of 209!
