Who does Welch thank and why?
Here's a nugget from the Forest Park Review (Seth Stern).
Why would the president of the school board bubble over with praise for his employer and the D209 lawyer?
Welch repeatedly thanked the district’s attorneys, Otelson and Sterk, for their assistance throughout the project, and also thanked his own boss, James J. Roche of the law firm James J. Roche and Associates.

He thanks them profusely because he hopes to land a job with sterk and oldeson, once he is fired by Roche after he get's indicted. He is sucking up to his boss, because he has to dance for him or else he'll be fired!

Welch is such a "tom"' he dances for al the white guys(Serpico,Calderone,Roche,Sloan and Sterk), but then sticks it to his own people and only dates white boys! What a disgrace, that a affirmitive action ,"that's how he got into law school" Welch is!
